Describe your workshop/presentation (300-500 words):
The significance of shelters is extremely large in supporting DV victims. That, of course, is not just to actually provide evacuation sites for victims. We would like to confirm this importance in relation to policies and measures.
Beyond a lot of pain and sorrow, in many countries of the world, legislation and measures concerning DV have been progressing in various ways, whether special law or application of general law. Also in Japan, the DV prevention act has been enacted in 2001. However, the situation has not improved so much.
We have promoted the development of measures with the legal system and policies of Europe and the US as one standard and target. Nonetheless, in about 20 years, Japan's policies and measures have developed in a very special direction, and as a result it has been largely delayed from the Western Europe and Asian countries as well.
In this workshop, we would like to critically examine Japan's experience from various viewpoints and seek out better ways of implementing it. For that purpose, we share the experiences and challenges by the following two private organizations.
Also, we welcome speakers and commentators from various countries. We would like to confirm the direction of the future by returning to the spirit of the shelter movement that can be said as the origin of DV victim support.
