Describe your workshop/presentation (300-500 words): 
The government play different roles in different countries on shelter for migrant workers with distress. While the Hong Kong government doesn’t provide any funds for sheltering migrants, the Taiwan government subsidizes the shelters. What is the role of the government and legislation on the sheltering for migrant workers? What is the interrelation between the government and the NGOs which run the shelters? Is it freer for the NGO without the government’s fund? Can the NGOs still speak and advocate freely if they get the government’s fund? What is comparison between Hong Kong and Taiwan which the government play very different roles? What we can learn from them? These are among some of the topics we plan to discuss and share in this workshop.
