Reviewing Taiwan's Housing Policy from the Perspective of Vulnerability and Gender: New Taipei City （從弱勢與性別觀點看台灣住宅政策-以新北市為中心）

According to research, housing is an important benchmark to a person’s life. It is also highly relevant in terms of family assets. Recently, the housing price has gone through several structural changes, owning a house is becoming relatively more difficult. This research emphasizes on the Taiwanese housing policies. From our regional experience in New Taipei city, we observed the various governmental policies implemented to support the disadvantaged domestic violence survivors and children in the era of high housing price and rent. We are also interested in seeing whether the Taiwanese housing policies have recognized the different sexualities and consequently its cultural difference. This essay examines figures from governmental data, NGOs and scholarly arguments. By summarizing the Taiwanese public opinion on housing policies, this essay will conclude with legislative advice.

根據研究顯示住宅是生命周期內重要的消費標的，也是家庭資產的重要組成。近年來台灣的房價經歷數次結構性轉變，擁屋的難度也節節升高。本研究注重在台灣本地的住宅政策，從新北市的在地服務出發，我們看到受暴婦女與孩童，在高房價、高租金的經濟弱勢處境下，政府是以何種方式的政策來幫助他們，也欲從性別觀點檢視台灣住宅政策，是否有注重因性別所產生的文化差異，本文以官方統計數據與民間NGO、專家學者之論點，整合現今台灣社會對住宅政策之對話，最後本文檢視之後，提出政策與立法之建議。
