As seen by Common Language’s “Status of Chinese LGBT Domestic Violence Report,” 68.75% of lesbian and bisexual women in China suffer from varying types of domestic violence. The highest proportion is violence by the family-of-origin at 49.14%. Domestic violence in close relationships accounts for about half as well. Due to the current situation, Common Language joined an anti-domestic violence network in 2014, providing reports and legal proposals.
The “Anti-Domestic Violence Law of the People’s Republic of China” (the “Anti-DV Law”) was officially voted into law at the 18th meeting of the Standing Committee of the 12th National People’s-Congress. A year has passed since the “Anti-DV Law” took effect on March 1st, 2016. It states that, “other than family members, co-residents” are also liable to the law. This gave LGBT relationships a powerful basis for protection.
At the same time, Common Language began developing practical work related to domestic violence, including: conducting direct consultations, individual and group services, holding empowerment activities, spreading domestic violence topics through media, establishing exchange platforms between mainstream services and multi-identity populations, training direct social workers and teams, searching for a service method suitable for Mainland China and minority populations, and linkage mechanisms with various institutions and departments.
During this process, Common Language borrowed from experiences from Taiwan and USA. Using resources from our own community and friendly experts, we developed a diverse yet localized management team and service method. We’ve also analyzed and coped with present challenges.
This time, we will share the current status of domestic violence in China’s LGBT population. In addition, we will use Common Language’s experience in advocacy and service to explore how to provide more professionalized and effective service for victims as a non-profit NGO with the current environment and available resources.
